On Thursday, September 14, 1995, the House Judiciary Committee, Subcommittee on Commercial and Administrative Law reported without amendment H.R. 1802, the Reorganization of the Federal Administrative Judiciary Act.

Approved by a vote of 6-3, the bill would establish an independent administrative law judge (AU) corp. Subcommittee members voted as follows:
