The Ticket to Work and Work Incentives Advisory Panel

Legislative Authority

The Ticket to Work and Work Incentives Improvement Act of 1999 (Section 101(f) of Public Law 106-170) established the Panel within Social Security.


Role

Advised the President, Congress and the Commissioner of Social Security on issues related to work incentive programs, planning and assistance for individuals with disabilities and the Ticket to Work and Self-Sufficiency Program.


Member Qualifications

Twelve members that represented a cross-section of individuals with diverse backgrounds and experience, and expert knowledge as recipients, providers, disabled veterans, employers and employees in the fields of employment services, vocational rehabilitation and other disability-related support services.


Member Appointments (by law)

Appointments:  Two members by the President; two members by the Speaker of the House; two members by the minority leader of the House; two members by the majority leader of the Senate; and two members by the minority leader of the Senate.


Compensation

All Panel members were Special Government Employees, paid at the GS-15 step 10 salary level, per day of work.


Staff

An Executive Director and a staff of Social Security employees were temporarily detailed to the Panel. 


Panel Meetings

The Panel was required to hold at least four meetings each year, one each quarter.  They also held periodic teleconference meetings.  All meetings were open to the public and held in accessible locations.  Social Security provided a written status report on its implementation of the Ticket legislation prior to each meeting and presented in person at each meeting.  The Panel provided Social Security with recommendations and advice letters and reports.


Panel Reports

The Panel released an Annual Report to the President and Congress each year and released advice reports on various topics.  They sponsored an Employment Network Summit in May 2003 and a Beneficiary Summit in February 2007.  The Panel was required to issue a final report to the President and the Congress no later than December 17, 2007.


Termination

The Panel’s legislated authority ended on January 17, 2008.
