You must file for civil action in a Federal District Court within 60 days of:

  1. Receipt of the Appeals Council's notice of denial of the request for review of the ALJ's decision; or

  2. Receipt of the Appeals Council's revised decision.

The court's jurisdiction is limited to rendering a decision on the record. Also, the Commissioner's findings of fact are binding on the court, if supported by substantial evidence. See §2014.2.
